Abstract

Flood and robs are common in East Semarang. It causes many losses in economics, social, and environmental aspect. To improve the condition, permanent handling is required, that i.e. by making a polder system for East Semarang Region. Polder system consists of sea dike, retention pool, and pump house. A ccombination between a wide area of pool retention and pump capacity is required to generate the economic total cost. The initial stages start from the calculation of flood discharge, modeling of retention ponds and pumps using the HEC-HMS 4.0 software. the next stage calculates the estimated construction costs, procurement of pumps, land acquisition and operational costs and pump maintenance. The final stage is to simulate the financing of each design that has been modeled and calculate several economic parameters. From the research result, can be concluded that flood debit 25-year plan for retention pool is 138 m3/s. The design of selected retention pool is 210 hectares with pump capacity 15 m3/s. There are 2 pumps with capacity 2.5 m3/s each and 2 pumps with capacity 5 m3/s. The depth of retention pool is 3.7 m. Operational and maintenance cost estimation is Rp. 8.012.756.880.00 for a year. Land acquisition cost estimation is Rp. 750.000.000.00 per hectares. Construction estimation cost is Rp. 574,168,000,000. Pump purchase estimation cost is Rp. 18,000,000,000.00 Economic parameter NPV is Rp. 327,660,000,000,00 and NBC is 1.39. So that can be concluded that selected design with economic cost and polder system development in East Semarang Region is economically feasible
